This Program is the inalienable part of the Program for Stable Economic Development of the GMFA Territory. Its goal is the maximum utilization of opportunities to increase the living standard of the indigenous peoples based on the natural resources use in the GMFA. The original culture of the indigenous peoples, their traditions and their history are described. Problems and trends of the economic development of the aboriginal residents of the district are defined. Mutual visits are stipulated to support the establishment and development of international relations and business between the indigenous peoples of Canada and Russia. “The Provisional Regulations for the Territories of the Traditional Use of Natural Resources by Small Nations of the North in the Khabarovsk Krai” approved by the Krai executive authorities in 1991 is appended to this Program.
